Our Department History

1.    During the colonial period and since Myanmar gained its independence through December 31, 1962; Oil production, refining and all distribution activities were owned and operated by Burmah Oil Company (BOC). On January 1, 1963, the BOC Company was nationalized by the government and formed under the supervision of the Ministry of Mines. 

2.    The chronological evolution process is as follows:
a.    1963    

People’s Oil Industry (POI)  under the supervision of Ministry of Mines

b.    1970    

Myanma Oil Corporation (MOC) under the supervision of Ministry of Mines  

c.    1975    

On 1-4-1975, Myanma Oil Corporation (MOC), Petrochemical Industry Corporation (POI) and Petroleum Products Supply Corporation (PPSC) were reformed under the supervision of the Ministry of Industry II.

d.    1985    

Above three corporations were united and formed as the Ministry of Energy.

e.    1989    

PPSC was renamed Myanma Petroleum Products Enterprise (MPPE) on 1-4-1989. Since then MPPE sold and distributed Petroleum Products both imported and refined by Myanma Petrochemical Enterprise (MPE), to government sector. After the state-owned filling stations have been privatized in June 2010, the private sector was allowed to operate freely in importation, sale and distribution of fuel, and MPPE continued to distribute fuel to the government sector. In 2019, due to the reason of private sector was capable to fulfill the fuel needs of the state, all MPPE fuel sale and distribution activities, including government sector, were terminated.  

f.    2020
All Petroleum Product Regulatory activities such as regulating and licensing were carried out by MPPE in 2020, and MPPE was reorganized as the Petroleum Product Regulatory Department on June 18, 2020 in accordance with the provisions of the Petroleum and Petroleum Product Law that was approved in 2017, in order to carry out effectively on the regulating the business activities of Petroleum and Petroleum Product and specifying procedures, regulations and standards to be followed.

Vision

For the Interest of the People and the State, to enable Petroleum and Petroleum  Businesses to safely carry out according to the rule and regulations and in line with the International Standards.

Mission

(a)      In accordance with the Petroleum and Petroleum Products Law, verifying, supervising, and issuing the Licenses for petroleum and petroleum businesses  according to the rule and regulations.

(b)     Analytically studying the international standards and technological developments in the Energy Sector, formulating SOPs, Handbooks and Standards, Checklists, Guidelines which will be in conformity with the State’s Requirement, and supervising to systematically carry out the operations.

(c)     In order for Sustainable Development of Energy Sector, formulating, adopting and implementing Human Resource Plans which will essentially needed for future implementation, by reviewing the current activities.

(d)      Collaborating with internal  Experts, Experts from Other governmental organizations and also Experts from Third Parties, and opening  the necessary trainings.

(e)   Raising the public awareness with respective to petroleum products and especially         adopting the Safety Measures and supervising focus on prevention of disasters.
